This position reports to the Executive Director and will oversee numerous IT initiatives concurrently, offering a distinctive opportunity to play a pivotal role in support of the Department of Citrus and the Florida citrus industry through innovative technological solutions and development strategies.
ABOUT THIS POSITION:
The Director of Information Technology serves as the Chief Information Officer and the Information Security Manager for the Florida Department of Citrus.
This involves oversight of the work performed by our Managed Service Provider and Cloud Service Provider; developing and implementing information security policies and procedures; disaster recovery plans; incident response plans; serves as a liaison with the state's Florida Digital Service and Cybersecurity Operations Center; maintains local revenue system platform as well as the audio/visual equipment used for recording/streaming Florida Citrus Commission meetings and other meetings; and selects and implements suitable technology solutions, including maintenance and upgrade of solutions.
Other duties include managing and maintaining network, printer, and scanner platforms, mobile devices, backup power systems, and video conferencing systems.
This position will also supervise the Computer Support Analyst and travel up to 20% of the time.
AGENCY DESCRIPTION:
The Florida Department of Citrus is a marketing and research agency utilizing progressive insights to maximize demand for Florida citrus through a fully integrated marketing and public relations program.
Based in Central Florida (Bartow), FDOC is responsible for domestic and international marketing, research and regulation of the $6.
9 billion Florida citrus industry.
PRIMARY RESPONSIBILITIES (Not all inclusive):
Develop and implement agency information security policies, procedures, standards, and guidelines.
Direct and manage agency information security awareness program.
Coordinate the agency information security risk management process.
Responsible for coordination of the agency Computer Security Incident Response Team.
Develop and Coordinate IT Disaster Recovery planning in support of the agency Continuity of Operations Plan (IT portion of COOP Plan).
Assist with implementation of the State's Data Governance and Data Catalog initiative.
Support technology requirements of Florida PALM implementation and participate in Citrus' PALM team.
Support in-house Citrus Revenue System, troubleshooting program interfaces; assist in documenting current system functionality and future system requirements.
Manage contracts with third party Managed Service Provider and Cloud Services Provider.
Update Agency Strategic Operating Plan and Cloud Strategic Plan annually.
Represent the department in meetings and committees with Florida Digital Services (FL-DS).
Provide technical support and troubleshooting for auditorium AV and make recommendations for improvement (video conferencing, streaming, recording).
Create and maintain policies and standards that support business and technology goals and objectives, to protect the confidentiality, integrity, and availability of all information and data created, received, stored, and/or processed.
Other related duties assigned by the Executive Director.
MINIMUM
Qualifications:
A bachelor's degree in computer science, management information systems, computer engineering, or related field AND a minimum of four (4) years of progressively responsible information systems experience.
Progressively responsible information systems or cybersecurity experience can substitute on a year-for-year basis for the required college education.
Any combination of related education and experience totaling eight (8) years is required.
Possess (or willingness and ability to obtain within 180 days of hiring) and maintain at least one of the following certifications:
Comp TIA Security+GIAC Security Leadership (GSLC)CISSP (ISC)2ISACA CISMMust be willing and able to travel up to 20% of the time.
KNOWLEDGE, SKILLS, ABILITIES:
Knowledge of security best practices for data, network, applications, and other components.
Knowledge of the National Institute of Standards and Technology (NIST) framework.
Knowledge of information technology security State and Federal requirements.
Knowledge of application development and web services.
Knowledge of data and databases.
Knowledge of Windows authentication.
Knowledge of network components and protocols.
Skilled use of Microsoft Office products such as Word, Excel, Access, PowerPoint, Visio.
Knowledge of design, configuration, installation, testing, and troubleshooting of communications networks and associated hardware, including VOiP.
Ability to document existing network conditions, develop scope of work, and create diagram of new network design.
Skill in troubleshooting and solving complex issues.
Skill in analysis, interpretation, and reporting of data.
Skill in clearly communicating technical information, both verbal and written.
Skill in formulating policies and procedures.
Ability to work on-site during normal business hours.
Ability to do short- and long-range program and project planning.
Ability to establish and maintain effective working relationships with others.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
